car wont go past 3500/4000 rpm

I have an audi 2.3 20v quattro and when i accelarate the car wont go past 3500/4000 rpm feels like brakes are on or its being held back brakes are fine drive train is fine when car is in newtral the engine revs fine

Your transmission could be slipping or the exhaust system has restriction, also check the wide open throttle switch on the throttle body-
