1990 Volvo 740 Start Car Mess Steering Wheel Shift Lever Get Turn Over Otherwise

When I start my car I have to mess with the steering wheel or shift lever to get it to turn over otherwise it does nothing,no noise not even a click. I know my battery is fine because my lights come on.

check the shifter cable for proper adjustment. other wise it may be a bad neutral safety switch
