1990 Volvo 240 This Car Started Fuel Related Problems Stalls Will Start

this car has started to have fuel related problems. it never stalls but it will have a no start situation. only after having been shut off. the first time it happened was after sitting for a while(3 mon.)
while waiting for exhast reated leaks. after fixing that ,car wouldn't start after gassing up sprayed starter fluid into feul injecter car started and died after fluid gone. both sides of fuel pump relay under pass side dash turn on and off. power out of fuse and into feul pump under floor. can hear intank pump turn on and off under floor pump nonething. mechanic removed and bench tested floor pump it worked fuel filter was plugged. car ran 3 days same problem. i removed under floor pump bench tested it it worked. was going to change pump anyway but needed another part . so put it togeher starts right up didnt stall but wouldnt restart when shut off. can this be anything but pump
it makes no noise or humming with key on has power going to it
