1990 camry 220 si: I did change the headlight relay etc. Still no bright lights. Please help? I've already change the headlight relay but still no "bright lights" globes in perfect condition. All started one night while I was driving I have heard a trrrrrrrr trrrrrrr noise coming from the fuse box under the bonnet. And no brights to use.

Have you checked all fuses under the hood? Have you checked the switch itself?

At the headlights relay, check for baattery voltage at terminal # 1 and 3, Both must have battery voltage.
When headlights lights are turned on, check for battrty voltage at the RH and LH headlight fuses.
