Dash light to remind you to turn on your headlights stays on all the time?

The light on the dash that is only suppose to come on at dusk to remind you to turn on your headlights is on all the time. It does go off when I turn on the headlights,but it should not be on during the day when lights are off.
It started coming on occasionally during the day like the sensor that controls it was starting to get dirty or something. After about a year of this it just stayed on all the time. I have checked in the top of the dash for a sensor but cant locate one. Stumped?
