My serpantine belt do move

my car will start but the belt wont move I took of the alternator it s fine but my crankshaft pulley is very hard to move? Now what do I do?

-Check AC compressor if its locked-up and power steering pump-also the engine could be seizing due to a bent rod/bearings-might als inspect the cylinders if it has coolant causing it to hydrolock
