egr valve receives vacuum at all times. egr vacuum pyump tested works fine. what controls the vacuum to the valve.If the egr solenoid how do I test it?

the solenoid control it.

unplug the solenoid to see if vacuum stopped. if it did, it is a control issue.

if it did not stop the vacuum, the solenoid is bad
