Can I tow my 1990 Lincoln Mark V with a Chevy Blazer V8 that has a hitch attached and on the ball it reads CTP 2 K02J 3500 LB

do you should you or can you? of course you can but if something unusual causes sudden load beyond limit something may break. i had a tow bar break on me once!

no. your load is closer to 6000 and ball is underated. you can get a 6000/10000 ball but hitch has to be rated class 3 or higher.
