Do you should you or can you? Of course you can but if something unusual causes sudden load beyond limit something may break. I had a tow bar break on me once!

Can I tow a 1990 lincoln mark v on a flat bed tow with a 2000 Chevy Blazer V8 for wheel drive written on the tow hitch is CTP 2 K02J 3500 LB. Is this compatable

No. Your load is closer to 6000 and ball is underated. You can get a 6000/10000 ball but hitch has to be rated class 3 or higher.
