1990 Lexus LS 400 fans & overheating

We pulled 3rd relay out to check front fans and nothing then put 3rd back in wiggled it and only right fan went on. Why didnt both fans go on and why didnt the twmperature go down? Please help? Any possibke suggestions to my problem?

If it turned on when wiggling, could indicate bad connection in relay box. if only one turned on and other didn't when overheating, probably bad coolant sensor. If you have a test light you can try to probe wires to see if the other fan is getting signal to turn on. May have a bad fan motor.
