1990 Isuzu Trooper loss of power smell gas

Runs little rough can smell gas. Also popping like in excess gas through system. Poorer gas mileage less power. It seems to smooth out and run ok intermiently when have foot very lightly on gas but only for short time. Also brought to mechanic and could not find diagnostic plug in on this car under dash would you know where it is
