Car starts ok but has no power in gear cant even go up hills changed sparked plugs think it mike be fule filter. Am I right in that or not

Is the Check Engine Light indicating?

It could be the fuel filter but chances are low as the filter has to be clogged very badly to cause such symptoms.

It could be low fuel pressure, results of a weak fuel pump, internal leaking intank or ignition faults.

A paper clip would act nicely to bridge the terminals.

When the CEL is indicating, that is the first thing you need to check.
