I have a 1990 GMC Vandura 2500 van that randomly would not start. It started to act/sound like it wanted to start up but wouldn't completely turn over. My hubby changed all spark plugs and changed the fuel filter. But still not Turning all the way over. He started looking at the carburetor. He sprayed carb cleaner in it. Then tried to start it. The first time it started right up, but quickly died. He's tried a few more times but it wont stay on?

If it starts with the cleaner, it isn't getting fuel. Have you checked fuel pump pressure?

No. Not yet. He took the carb apart and cleaned it, thinking it was plugged up. He put back together and now he said it reaches the top now. But now its too much. And caught a little fire, he blew it out!

What reaches the top, fuel? If so, he either has a float that is bad, the float assembly is out of adjustment, or the needle and seat are bad.
This is a 1990. Are you sure it isn't throttle body fuel injected?

I thought so. Now you have me really confused. What gets to the top and caused a fire? Also, the top of what?
