fuel problems

I have a 1990 ford ranger. When i turn the key on the fuel pump runs continuously. Theres no power when i accelerate quickly and even backfires. I changed the fuel pump and fuel pressure regulator. It didnt seem to help at all and might even be worse. It idles roughly too.any ideas what to do next.

Check the fuel pump relay could be sticking and also the actual fuel pressure with a gauge-let me know
