1990 Eagle Talon separating head from top end

I cant quite figure out how to get the top end off my head. Any special tools? I cant figure out if it is the hex keys in the middle or the 12 points oaround the outside. Do the cams need to be removed before?

I have no idea it wil be metric though that is for sure. It just gives a tool number for it. Md9978051 make sure you follow the reomoval and install bolt procedure that i'msending though and install head gasket correctly as well.
