engine died while parking. no spark from coil,rotor didn"t turn;been removed. belt was spliced and removed by turning crankshaft and pulling it off to use as sample

What exactly are you asking? There's a very inexpensive tool used to set the belt tension. Other than that, there's nothing special you need to do. Those are some pretty tough engines and the valves won't be damaged when the timing belt breaks. In fact, Shadows are pretty tough little cars too.
