I have changed both the idler pulley and the tensioner pulley yet the belt continues to squeak. If I put an expensive belt on, it will be quiet for a few weeks but will eventually start squealing too.

Did you replace the whole tensioner or just the pulley? Are there any coolant leaks?

no leaks. just replaced the pulley. the tensioner seems fine, as the belt has good tension.
