my uncle replaced his clutch master cylinder, topped off the dot 3 bled line but not much fluid bled through the line and as a result there is little to no pedal pressure any ideas?

Keep bleeding, hold down pedal crack bleeder and close bleeder while you still have some fluid flowing, keep reservoir topped up, do not lift pedal until bleeder is firmly locked off, wait a few seconds and repeat, do this until no air is visible, it should bleed easily.
