doesn't shift out of low till 45 mph

Hi GuysI have a 91 Chevy Corsica with an automatic trans. Now, I was leaking fluid and it got very low so I replaced the gasket and filled it up. The problem now is that it doesn't shift out of low till 45 mph and then into high at 65. Also there's a switch that I don't what it does? The engine runs well. It just doesn't shift properly.

It can depend where and how fast the leak is, these work by fluid pressure so low pressure means low performance.
