What would keep injectors from firing?

Car will not start, can pour gas in throttle body & it will start, has fuel pressure at fuel rails. So what would keep the injectors from firing?

no power feed to the positive side. it should be 12 volts with the key on.
the grounding is provided by the pcm. it look for a signal from the distributor before it will start turning on and off the injectors.
