i have a 90 cadillac eldorado 4.5L i have oil on top of the motor could that be a throttle body gasket? i also found new oil inside my air breather tube.

Oil on the upper part of the engine could be a result of crankcase blowby. The fact that you have oil in the breather tube is also an indication. If the throttle body gasket you are referring to is the ring that seals the throttle body to the inlet snorkel, all that may do is contain it until it gets saturated. The gasket below the throttle body has no oil running through it. I would make sure that the oil is not overfull, and that the pcv is not stuck closed.
