1990 Buick Skylark does not go in reverse

If my car does not go in reverse but the reverse lights go on when its in reverse, will it pass NY state automotive inspection if I have to push it in reverse? And if not how do I replace the recess myself? I know there is a kit I can get to rebuild the transmittion but do I need to go through that if just the reverse don't work?

I'm not in New York, but can't imagine a car being able to pass without being able to actually go into reverse (that could be dangerous in some situations).

Anyway, before taking the transmission out and apart, have the car checked for computer codes as an auto shop. Post the codes (if any) here for further assistance. These codes will aid us in determining the cause of the transmission not going into reverse. There maybe an outside chance that it can be repaired without an overhaul (remember I said an OUTSIDE chance).
