1990 Buick Lesabre passing smog

The HC (PPM)max 78 Meas 141. NO (PPM max 545 Meas 744. I have put on a new coil, catalytic converter, spark plug's. We had to put a new battery in before we went t0o get it smogged and when the converter was put in and driven it was glowing red hot.I don't know what to do.

Have it scanned for codes and fuel pressure checked with a gauge may be running lean

Hmm, lean does not make the cat glow red BTW, a rich fuel mixture does, thats is why the reading for the smog are that high. I would check the fuel pressure regulator, pull the vacuum hose to check for fuel, is so the regulator is bad, here is the location so you can check it out.
