Car doesn't want to start at cold temperatures

Alright I have a 1990 integra gs and I recently put a cone filter on the stock tubing, sort of a ghetto rigged cold air intake. Since then the car doesn't want to start at cold temperatures, and even at normal temperature it still requires a little pumping of the gas pedal. This didn't happen before the filter was put on, so what's the issue here?

I doubt this is a filter issue, but I suspect it is a fuel pump issue.

Basically, what happens is if you put an air filter that allows more air in then the pump needs to be able to produce enough pressure so that that there is enough fuel available to match that air.

Cold starts are the time when air/fuel mixture is most important.

So, let's start with checking the pressure and go from there.
