Turbo leaking oil ?

1989 Volvo Turbo Wagon lack of power/load misfire. Car starts fine, idles rough as misfire, plugs are sooty, will not rev easily or cleanly. No power under any load. When trying to get turbo to spooled up the vacuum drops.
