Could be a problem with the instrument voltage stabilizer

I know this is an old post, but in case someone else is reading this.

The voltage stabilizer is only used to provide a stable voltage to
the Fuel & Temp gauge.

The dash lights get power from the dimmer switch.

Either the dimmer switch is faulty or the 2 dash lights are burnt
out.

Your heater panel also receives power from the dimmer switch, if
the heater panel lights-up & dims when the dimmer switch is moved, then
the dimmer switch is OK, but your dash lights are burnt out.
