I have replaced the ebcv but the car is stuck in fast idle

I replaced the ebcv because it threw a code of it being bad but there have been no other codes and the idle is still stuck in fast idle and I do not see any disconnected vaccum lines.

Clean out the idle air control valve and look for vacuum leak-also clean throttle plate/inspect acc linkage/cable
