1989 Toyota Cressida 89 Cressdia Seems Idling Very Low Around 500 Rpm Less You

i have an 89 cressdia and it seems to be idling very low at around 500 rpm or less and when you touch the accelerator then release it drops too low and stalls out. how do i fix this problem???
