My timing belt is not turning when cranked?

Did I rip teeth off the belt? Or could it be more complicated.

No spark, Cranking exceedingly fast
any ideas?

Either the belt is broken or the teeth are ripped off. The fast cranking is because the valves are open and there is no compression in some of the cylinders.

Should I cut the belt to see if the teeth are indeed ripped off?

I would remove the belt and check it and replace if needed. Please note that the engine will need the timing properly reset when installing a new belt.
