1989 Plymouth Horizon Engine cutting out

my 89 horizon was cutting out and chugging only when maintaining speeds like 45-60. If you were accelerating or decelerating it ran fine. now it is starting to cut out at low speeds and loosing power.

check fuel pressure should be 13.5-15.5 psi
