trans won't shift out of first gear. any sugestions -could it be a bad modulator?

this cold be a few things first see if it can get scaned not sure as it's obd1 but it could be the governor or the gear has stripped off the governor. best to have a trans guy look at it. it cold also be a valve hanging up or just a bad seal/clutch
