ventilation is only coming out of dash vents

1989 oldsmobile cutlass ciera hvac control stopped working. air only blows out the vent, will not switch to defrost or heat. I can't switch between different settings, air only comes out the dash vents. temp selector works fine

check the actuators to see if they are working they are in the heater unit. generic pic enclosed.

I already checked that and all seems fine. It's not switching from vent, heat, defrost, A/C. The air just blows out of the dash vent area and will not blow out by windshield when you set it on defrost or when you set it to heat it will not blow out by your feet. It just stays blowing out of the dash vents.

i sent the wrong pic these may not be getting power or vacuum depending on how they are operated. the actuators direct where the air goes in the heater.
