Upshift only at high RPM

89 Maxima Auto tranny shifts at high RPMs 4-5000 from a dead stop. If I press the accelerator slowly it does move very slowly and when momentum is gained it shifts after that the shifts are fine until I come to another stop.

Tranny fluid level and condition okay? If so do below

Have the throttle position and vehicle speed sensor checked-

Just changed the fluid yesterday. I will check the tps and speed sensor as soon a possible. Thanks for the quick reply

Checked the ECU for codes none. Went a head with the sensor checks any way TPS seem ok but I'll have to double check the voltage. My question is how to check the speed sensor. I used Chilton manual to diagnose ( by putting ECU on mode IV) and did a drive test, seems that per the instructions that the green light comes on at lower speeds than the manual says (1-2mph). Any other options for testing the sensor.
