1989 Lincoln Town Car Idle Issue

I replaced my EGR valve because my Towncar didn't pass the smog inspection, but now when you start the car it shuts off. I have to keep my foot on the gas pedal for a few minutes for the car to warm up. My IAC valve was replaced a few months ago for this reason. Could it be the cause again?

CHECK THE EGR SEAL AND INTAKE FOR A VACUUM LEAK USING CARB. CLEANER. THERE HAS TO BE A LEAK CAUSING THIS. I DON'T THINK THE IAC HAS GONE BAD. `
