i have a 1989 jeep comanche and cant get fluid to back brakes

You may have a bad master cylinder but I would try pressure bleeding first. Make sure you completely remove the bleeders and make sure they are clear.

i have done that checked between master cyl and combiation valve every things ok there just not geting noting throgh combination valve for the back brake

There is no special procedure for the proportioning valve in this system. As I suggested, use a pressure bleeder.
