1989 Jaguar XJS Front brake pad replacement

After removing the old brake pads, I tried to compress the cylinders to install the new pads but only three of the four cylinders wold compress, even after I opened the bleed valves to relieve pressure. One side with two cylinders will compress enough to allow new pade installation, but only one of the two cylinders on the other side of the caliper will compress. The fourth cylinder seems to be locked in the extended position and ow I cannot compress it all all. What doe I do
