1989 Isuzu Trooper ignition timming

When I bought my trooper it had damage the rocker arms, camshaft and the head. I send the head for repair and buy a new camshaft and rocker arms. This Steps I made to try to get it running, cylinder 1 at TDC on compression, distributor on #1 spark plug position and crankshaft on the key way but my trooper has 2 marks, 1st is right below the bolt and the 2nd is next to that like the one in the picture, the crankshaft sprocket front guide is almost gone so I have to go by the key way. If I set the timing mark on the cam to the rear cover and the crankshaft key way where does the distributor has to be, which cylinder it has to be pointing at. Please help me. Thanks.

The distributor can be 180 out be cause the crankshaft timing mark comes up twice in the engine rotation, crankshaft turns twice while the cam turns once. Check it out let me know what you find,
