automatic transmission will not engage. fluid appears dark almost burnt.

checked fluid (dark) no metal shavings in pan. I'm at a loss any ideas? How can you trouble shoot the pumps? IE Torque Converter and Tranny

You will have to get the transmission checked first hand by a trans tech, this is sounding like it is slipping badly and there may be other internal faults, the dark smelly oil is constant with slipping clutches in the transmission.
