Why won't my 89 ford tempo start?!

My 1989 ford tempo won't start. All sparkplugs are fine, so is battery. It will only turn over for long periods of time, but will not start. Is is my fuel pump?

Spark to plugs? if yes spray carb cleaner in intake if it lights then fuel delivery. Can hear pump prime up?
