1989 Ford F-150 lights

I have a 1989 ford f150 headlights, blinkers, and brake lights work. Tail lights, marker lights, dash lights and cigarette lighter not working. I've checked fuses and replaced switch.

I can't find the cigarette lighter on the wiring diagram so I can't tell what these circuits have in common. Check if the horn and the dome lights work. If they do, everything up to the fuse box has to be okay. Check for voltage on both sides of fuse # 4. That's a 15 amp, blue fuse.
