front end vibration going uphill under load, 1989 aerostar

While driving at highway speeds, 60 to 65 MPH, I noticed a slight vibration when pulling a slight hill. Now the vibration continues while under a load pulling small hills. More noticeable at 25MPH and 30 to 45 MPH.
I replaced the clutch fan and the power steering pump and fluid lines.
I also changed the transmission fluid and filter. No change in vibration.
