89 Dodge Colt. No fuel injector puse. What and where is the parts I need to test

Fuel pump runs when turning over but not when key is on. The fuel injectors have a 12 volt reading on both sides of the terminal. When it cranks it drops to 10 on both sides

The ground wire is what is supposed to pulse.

I do have spark. The injectors are not pulsing.I do have good fuel pressure. The pump only runs when cranking. What could it be. And where?
