In Park or Neutral the engine revs REALLY high

(Sometimes) When I put my car in Park or Neutral the engine revs REALLY high (no Tach but I can tell by the sound) but as soon as I put it in Reverse or Drive it idles normally. Also during the time that the engine revs high there is a smell of hot rubber, but not burned.

Could be a problem with the idle air control motor, throttle plate not fully closing and a vacuum leak
