1989 Chevrolet Truck Starter Wines Turn Key Sounds Engaging Causes This

my starter wines when i turn the key. Sounds like its not engaging. What causes this. is it the solenoid, the starter drive or what else and because of cash flow i need to find the most inexpencive way to fix the problem. thank you

usually it is the starter drive (bendix). best to replace the whole starter in order to avoid future problems.
