1989 Chevrolet Astro Get Engine Cover Off On This Particular Van There Two Big

I cant get the engine cover off on this particular van.
There are two big latches up front but I dont see any screws anywhere else yet when pulling the engine cover it doesnt move at all.

If my memory is correct behind ash tray there are two bolts
