when i turn the car off the lights in the instrument cluster stay on

i had smoke come out from under the dash and i looked for burnt wiring and found none. That night I noticed the dash lights would not turn off and the dash light dimmer didn't work anymore. I unplugged the dimmer switch and the head light switch and they did not turn off. So I am lost.
