1989 Bmw 325i Own Convertible Which Did Pass Smog First Diagnostic Showed

I own a 1989 325i convertible which did not pass smog. The first diagnostic showed the emissions passed but what did not pass was my gas tank cap and the check engine indicator light wasn't functioning. I repaired the check engine light indicator and replaced the fuel cap and had my car re-diagnosed. The second diagnostic showed that everything passed except the emissions. So my question is can that be possible for the emissions to pass the first time but not the second? Both test were done on the same day. Can you help me figure this out?
