Oil filter blows all the oil out especially on cold mornings. The filter is put on tight and has only one O ring and is always checked for debris on housing. We replaced the oil pump, because we thought it was the pressure relief valve and it is still happening.

The gasket has been replaced and it isn't leaking there. It blows out around the base of the filter and sometimes even blows the O ring out of it's groove.

Oh I see that's different entirely. If the regulator has been replaced ten theres got to be a restriction in the oil gallery after the regulator

What brand oil filter?

The oil filter needs to have a bypass valve at the base (inside, look down the filter hole), if it does not, then the seal will blow or the filter will balloon / swell.
