My car is getting a mix of water and oil in the number 1 spark plug hole. I have had the seals replaced and this has not fixed the problem. The car doesn't overheat and has been tested for a cracked head, the test was inconclusive.

If your getting coolant in the number one cylinder you have a cracked head or bad head gasket.
