Clutch seems to be engaged even if I push pedal?

Clutch seems to be engaged even if I push pedal in and hard to get in gear more so when down shifting

Check for air in the hydraulic system, check for fluid leaks at the push rod end of the master and slave cyl, if leaking replace.
